Last time I looked at it, it was promising but not ready yet. That was probably 6 months ago. I probably need to give it another look.
I just mentioned it because I saw it on the Reborn news article. I think Joe would kill me if I push the idea right now for the next release…

Looks good from here! How is your user experience? It was long ago I tested Budgie and then just briefly.
I like budgie and it works good on arch. It’s basically built on Gnome. 
Budgie is great, I used it on Solus for a good year or two, though I will admit it’s not everyone’s cup of tea. Those that use it pretty much swear by it and other than maybe missing a few applets, a proper window manager, and a few other small nitpicks, it checks the boxes for many users. Budgie is elegant in it’s simplicity and it’s meant to look modern and get out of your way. So while it’s definitely not as resource intensive as Gnome can be, it’s not nearly as customizable as KDE Plasma. It’s kind of somewhere in the middle I’d say. Overall though, it’s a great choice for a DE.
Budgie is around version 10.5.3 I believe and it’s more or less in a maintenance/bug fixes only mode at the moment or something like that. But the devs have big plans for Budgie 11 in the future. They’ve talked about it before within the past year on their main website on Solus if anyone is more curious to read further about it’s development. For right now they are more focused on core components of their architecture to get implemented/updated first before they have the necessary time to dedicate to Budgie 11. They’re in the process of building up their backend so they can create a new package manager, an updated software center, and a few other components I’m not super knowledgeable with like ypk3.
I currently use Gnome and have for more or less the last year or two, Gnome 40 actually being pretty solid even though I disliked the dash changes at first. But what I mean to end with is that in all honesty when Budgie 11 gets released that’ll more than likely become my DE of choice because Budgie 11 is set to fix any of the little nipticks that I currently have with Solus. Sorry for the rant!

If one installs “sudo pacman -S budgie-extras” then one can use the applet “AppMenu” to get a variation of the Gnome applications menu.
OR with AppMenu, you can click in the lower left of the applications menu and change to this:
The funny thing is, the last time I checked Solus (about 6 months ago) AppMenu was not available on Solus.
Anyway, just another variation on a theme, pun intended.

As far as I am aware, the budgie-extras is a package maintained by Ubuntu or by the devs of the Ubuntu Budgie community spin, so it’s not something you would have come across on a vanilla install of Solus. The variation of the Gnome applications menu you speak of is essentially mimicking the elementaryOS application view to a degree, which is not the direction the Solus devs would like to take, hence why it’s not something you’d see included in Solus. Personally, I like setting Budgie to quick/simple view, so I simply just get a list of all applications in a super small window I can scroll up/down. It’s just my own opinion, but no one does Budgie sane defaults quite like Solus does.

Answering the OP instead I’ll say Arch, then Solus, then if rolling will not exists anymore probably PopOS
So after I mentioned Reborn and after that great history lesson (love it) everyone seems to try out Reborn.
Probably either Vanilla Arch or Pop OS.
Most likely Arch, because I’ve always tended to have issues upgrading ubuntu-based distros from one release to the next. For example my old Pop OS install refused to update from 20.10 to 21.04. It got dumped as a result when I cleaned up the distros I have installed, leaving Endeavour as my sole Linux install - used to have Endeavour, Pop!_OS and Archcraft.
If I did not use EndeavourOS, I would prefer Debian, Linux Mint, openSUSE, Fedora.Of the above, with the exception of Fedora, I still actively use the rest on various machines.
Just 2 months ago I swapped my 2 main machines back to Manjaro, sorry.
