The themes are called Apus, you can install them from system preferences or download them from the kde store Apus
The bar is a Latte SideBar, you need to install the Latte Dock, then you can install the layout for latte Edna layout and adapt it as the picture. Inside latte sidebar you can add any plasma widget.
