Maybe I have QT_SCALE_FACTOR=1.2 in the environment.d. I installed KDE to a system that was using Gnome, and I had been using that scaling for QT apps, because they looked too small.
I reverted the system, so I cannot test it right now. I will test it later when I have more time.
No, I mean the entire blue area: that should not be there. It is attached to yakuake. When I press F12 to open yakuake it comes with yakuake and if I press F12 again it disappears with yakuake.

On yakuake: tried it - made the blue area go for a but, until I did SHIFT-F11 (yakuake on full screen) and F12 twice, and SHIFT-F11 again, then the blue are was back.
Looks like it’s connected to SHIFT-F11: if I have yakuake on full screen and then close it (F12) en open it again with F12, then yakuake is not full sceen anymore, and the blue area shows up.
