Video Upscale with AI

I have many public domain movies I’l like to upscale. Mostly a collection of stuff from 1900 - 1955. Including some Three Stooges Stuff. (Yep, I am older for sure)

Other than $300 Topaz (which is a windows app), are there any open source solutions that use AI that can handle video upscaleing while improving the quality of the output video?

I have done so much searching, and I don;t see any of my Linux video Editors having the capability of genuine video upscaleing. If I am wrong, please, correct my unintentional ignorance.

I have 64gb of ram, an AMD Threadripper 16/32, and a AMD RX-480. LM Studio runs quickly. Now I just need to get a good video upscaler.
