See how to disable it globally:
/etc/modprobe.d/nobeep.conf
blacklist pcspkr
blacklist snd_pcsp
Then reboot

isos it should be disabled by default btw
P.P.S. I also have Dell precision 7730 - you’re not overreacting with “scared to death” - it’s INSANELY loud beeper
