it was plasma 
with the adapta theme. and the notifier is :
https://aur.archlinux.org/packages/plasma5-applets-kde-arch-update-notifier-git/ if you see the comments and you have that depency installed it should work.
for now i jhave plasma again removed, stil to attached to lxqt but now with Lxqt and qogir theme, but on the screenshot is adapta theme and the webbrowsers and telegram was pinned that feature is nice but somehow i miss the window switching like lxqt

Different DE and window managers, such as LXDE, OpenBox, I am now using MATE (I have everything I need for my daily tasks) and when I am looking forward to typing a lot and not practically using the mouse, I use DWM.
