Yes its Xfce. Best one for me stable, lightweight and can be made to look good.

If may i add i like your panel style probably because its almost same as mine 
I like the ubuntu look with the dock on the left and panel at the top but whenever i use i cant get comfortable with it. The panel sits best at bottom for me.

I read from top left on - so I run a top panel, and close/min/max are back on the left where they started (even in Win). I find it the most natural as matching my reading directionā¦
