Keep in mind that these are the requirements for a smallish site; while Discourse is very efficient it operates within a series of performance ranges, and once usage reaches the upper limit of a range then things start to grind to a halt until you increase the available resource (then performance is amazing again, up until it plateaus once more, and repeat).
The cpu you had was deprecated when I last checked, and yet you managed to get it working again up to this migration.
This new spec looks to be optimal with our traffic and loads, something for future needs
