When I click on the Shut-down icon in the start menu, it just logs off the user.

Thanks for the information. Cinnamon on EnOS ARM has the same problem and this saved me time on running this down.

I got tired of waiting, so I created a couple of launchers.
Click on one of these icons and it will instantly reboot or poweroff.

You might wanna consider putting those to the right corner. Also, I think the original taskbar has a “user menu” that has this function?
Another thing you could do is set up keyboard shortcuts. I can’t check right now, but I think Cinnamon has a “reboot/shutdown without prompt” option in the shortcuts manager. Make it something you would unlikely press, like Super+Alt+Ctrl+End (shutdown) or Super+Alt+Ctrl+Home (reboot).
