Then I read furthur. Non-cookie personal info does not sound cool at all.

It seems to be about the same as the do not track option, that is not available anymore.
Sorry, but I see nothing from that site. I am left to speculate as to where the gpc signal originates from. Considering that I am using Librewolf, my guess is the gpc signal is inherited from Firefox.
Though, something that stands out from that site is the silly assertion of privacy.
