As the title says, I’m looking for suggestions on a decent PDF Editor.
LibreOffice Draw. It is a bit buggy but it can edit everything in a PDF.
You don’t need an editor to fill forms usually.
I think last time I needed to fill a pdf form I used Okular.
Just pulled the libreoffice suite from AUR, Draw is awesome, a literal godsend for everything I’m trying to do.
Will definitely check this out.

Just in case, save your documents frequently because I had Draw hang, enter a save loop or fail to save when doing simple stuff, like drawing
Okular has been hit or miss for me. I was able to use Firefox the last time I needed to fill in a pdf form.
I have to use a fully-functional, well-featured pdf editor in my law practice. I’ve used MasterPDFEditor for years. It has been a life saver for me in filling out government forms. Although it uses a proprietary license, they have a native version for Linux, and I happily pay for a multi-machine annual license. Their licensing fees are very reasonable (IMHO) for a professional grade product.
