Welcome news (third round)

The latest changes in the Welcome app.

Date	Explanation
2026.02.20	The news notification area in the Welcome window will show only “new” news. This means it no more informs about “old” news. However all news can be viewed, as usual, by clicking the Software News button.

Wouldn’t it be better to hide it after first explicit click on News button instead of implicitly after closing the app?

I thought about that, but this way was much simpler to implement.
