Sounds to me like they host some unofficial mirrors of foss repositories. It could definitely be clearer though.

Why have to? How often do you get this error? I usually do this if I get the error but of course not every time I do an update.

I update infrequently. Weekly or fortnightly. Till now I have gotten this error twice. Spread across a month or more. First time I ignored it, thinking it was something to do with my network or ISP. Second time I posted the query.
