I can’t find any specification of the display from Dell but I guess it will work with EOS. I had several computers from Lenovo, HP and Dell with a touchscreen (both for stylus and finger touch) working correctly under several linux distributions (last one running EndeavourOS is a second hand Dell Latitude 5290 2-in-1 with a Lenovo pen).
Touchscreen support should be already a standard under Wayland. I can recommend Gnome or KDE as great options for the touchscreen experience.
But I do not have a personal experience with the computer model you want so I cannot vouch for it.
Also, a hint may be that devices with that name are Ubuntu certified - so it is very likely that it has a general linux support (although I do not see the touchscreen mentioned).

I picked up an inexpensive Dell laptop and installed CachyOS KDE. Everything works:
OS: CachyOS x86_64
Host: Dell 15 DC15255 (1.1.0)
…
DE: KDE Plasma 6.6.4
WM: KWin (Wayland)
Yes. I own a Dell with a touchscreen (not the same model) that runs Arch just fine.
Also, look for touchscreen mode (or something like that) in KDE. It puts more space around UI elements to reduce the chance of fat-fingering things. Some like it, some don’t, but it’s worth a try.
