So i probably closed the pc when i had update now i can not launch system i tried to chroot with install on pedrive but folder rescue wasnt created. Can i recovery system with install without doing that? Or maybe there is something wrong with that solution?
You need the right instructions. The guide you linked is for using chroot for a different purpose.

You just need to know if you are using UEFI or not and the follow the proper guide.

Your computer is never really broken. Chroot, and finish the update. Done.

Thanks, i know its very silly question but how do i know if i have EFI/uefi or legacy system?
Generally if you have UEFI your system starts with a logo and a little swirly thingy before hitting the GRUB menu. After that, you might need to be checking the boot mode settings in your BIOS, which is the safest way.

Grub screen with EFI/uefi
Grub screen with legacy
Except the legacy screen does not include the manly male model in the background.
