What you need to do is to create and put those files inside your GTA IV directory (where GTAIV.exe is):

Download xlivelessaddon
copy it’s files there also:

As long as you do all that (most of which fixes it’s faults despite what OS you use) GTA IV should work great, better than windoze in fact.
P.S. You haven’t answered what GTA IV version you use, that could be important.
