You have a plugin for that to disable it.
That plugin (officially a extension) is probably this one.
Yes, that break as soon as GNOME updates itself, which may not happen much, but it happens.

The one thing I’ve found is removing the glow makes it infinitely better in my (subjective) opinion. It also allows windows to align properly when using Meta+T to define tiling too.
I did not look into settings or so, but where did you find it ?
