I was wondering about the pacman.conf.pacnew verses the pacman.conf under holdpkg.
pacman.conf.pacnew has hold pacman glibc.
The pacman.conf has Holdpkg pacman glibc dracut kernel-install-for-dracut eos-dracut.
Does this need to be changed?

No.
Those are differences between EOS defaults and Arch defaults.
How does one keep up with this stuff? Should one delete the pacnew file if no changes are needed? It’s confusing if the same info is there every time a new pacnew file shows up.

If the same info is there every time that is a sign you probably don’t need to change it.
Ultimately, there is no “right” answer when it comes to .pacnew
files, you need to understand what each config line means and then decide what to do for your system.
If you aren’t comfortable doing that, it is much safer to simply ignore them. You are far more likely to break your system by improperly merging a pacnew file then by ignoring the changes. 95% of the time they are simply changes to defaults that can be ignored.
I have in the past made some changes but I’m not always sure. Usually the mirror pacnew files i don’t care about and mostly yes i have ignored them but sometimes i wonder if something does need changing.
When something truly needs attention it will almost always be mentioned in an announcement on the forum. It just doesn’t happen very often.
The last time I can think of is when all those pacman repos changed but that was announced both by Arch and here on the forum.
