My Arch laptop has this.

My EndeavorOS laptop does not.

How do I add this to Endeavor?

I did have some conflicting files I needed to clear up.

sudo mkdir -p ~/oxygen-backup
sudo mv /usr/share/plasma/desktoptheme/oxygen ~/oxygen-backup/
sudo pacman -S oxygen
