lately, if i shutdown the pc with open applications, linux reopens the apps at next boot. Is that a new “feature” or is something wrong with my configuration?
It is a feature in several DEs. Which DE are you using?
For example, KDE plasma, it can be controlled here:

Ok, i did not know that, im quite new to KDE. I thought that is hibernation-like behaviour.

I edited my above post with the location of those settings in “System Settings” if you want different behavior.
