I am not given the option to save the draft for later for coming back to a post/reply to edit and post it. Clicking “Discard” just closes the edit box with no option to save the draft. Anything written so far is then lost.
Just tried this and it seems that if you click on the x button on the right the draft gets saved.

Ah, right! But is this a recent change? I remember I had the option in a popup when I clicked “Discard”.
Yes I am pretty sure that the procedure has been changed, but when exactly I can not tell you I seldom have used the draft option in the past.
I see. I remember that not so long ago I had still the option. However, like yourself, I cannot say exactly how long ago.
