A recent convert to KDE; liking it a lot so far. One of the things I’ve noticed is that any notifications that have an ampersand in the title display as “&” instead of "& ". In the body of the notification, this displays just fine. On my previous EOS installs of Xfce and Cinnamon, this did not happen.

Unless it is a theming/font issue (which I doubt), you can only report it upstream, so they add it to the devs ToDo list 
@ajgringo619 Do you see your game as an application when you press Super + (and typing) Notifications among Applications? If yes, then probably via Configure Events… pop-up can be replaced by a similar command:
notify-send --app-name="Axis & Allies" "Your turn"
(This case goes beyond itself, towards handling of notifications)
Your test message works as expected. The messages themselves are being forwarded from my phone via KDE Connect.
This is not a KDE issue, it’s from the Android app itself. The email notifications work fine, it’s just the push notifications that are messed up.
This issue can be closed.
Yeah, I was just about to comment, a little late, whatever is sending the notification is messing it up. The notifier is displaying correctly what it is receiving.
