Transparency for taskbar

I want to customise the taskbar for KDE. So when I am on desktop I want to have a sort of shadowy look (behind the icons) while the taskbar is completely transparent. However if I make a window fullscreen the taskbar becomes opaque while having a blur effect.

I believe I have to install Kvauntum to enable the blur effect but how do I enable such a feature?

kvantum is a thing for QT style, also some pieces of dolphin… but i think it should do blur on panel you have to search elsewhere.

Do you mean that there is a separate setting which is not relating to kvantum?
