I have a strong PC with two monitors, both connected via displayport. For some reason, the monitor I set as primary loses the task manager. So, I have to set the second monitor as primary in order to get the task manager on the monitor I want to use. So now programs open on the second monitor. How do I fix this issue? This is with Endeavour on KDE. Thanks.

Right click at either side of the Panel / Show Panel Configuration / Panel and Desktop Management (at the top) and read the 2nd line i.e. You can drag Panels…

(That’s why I cannot wholeheartedly recommend Plasma to normal mortals. Google forever.)
It is, but I know you can drag panels. What I am saying is that the task manager is on the non-primary monitor and when I switch it, it goes to the other monitor which is non-primary. How can I get the task manager to show up on the primary monitor?

So you dragged taskbar panel from secondary to primary and did not survive reboot?
Or
RIght-click to desktop Enter Edit Mode (on primary monitor) Add Panel (drop down menu)
Default Panel and move it down or wherever you want. Then Exit Edit Mode at top right.
