Restart my computer, restarting the router does not fix the issue.

Given restarting the computer seems to resolve it, that would seem to suggest it is something related to the computer. I’d suggest that at the moment you notice this issue, you grab the system log and see if you can spot anything network related in the later entries around when you noted the issue: …
