I can't run EOS from USB

pretty stable standard … mine are almost the same:

To bail out an issue with the ports on the motherboard you could check journal while plugging another usb device in the same port. and indeed you could try LTS Kernel…

I think I found the issue. I hadn’t connected my keyboard directly to the PC; instead, I had it plugged into the USB hub integrated into my monitor. I plugged it directly into the PC, and now it seems to work fine.

So it’s definitely a power issue for the usb. The hub probably doesn’t supply the correct power needed.
