How could I access the boot menu at this point of time
On HP laptops and Iām not sure about the Victus you can recover the Bios by shutting down the computer. Make sure itās plugged in and hold down the windows key and the b key simultaneously and start the computer up holding the keys down until it goes into recovery mode for the Bios.

I want to warn you though that I donāt know if this will cause you to lose any data or Windows completely? I canāt guarantee no data loss or anything including whether it will even work. So this would be at your own risk.

The only way to access the boot menu is to either get into the Bios settings or using the F9 key on boot it is supposed to access the boot menu.
Unfortunately itās not easy to remove the drives or the battery without some disassembly. Not sure if this is your exact model.

I do have an basic HP 14" laptop and i have no issues with it. The boot menu is F9 or to get into the Bios settings is the esc key or the F10 key. I can only say one thing and that is that the UEFI Bios on HP is very basic and is somewhat hard coded to boot Windows. In saying that I donāt mean it canāt dual boot Linux as i have mine dual boot currently with EndeavourOS and Iāve had many other Linux distroās dual booting on it also.
Edit: I have also updated the UEFI Bios on it numerous times.

EDit: I do agree with @pebcak that you may need to remove the drive in order to boot and enter the Bios settings screen. This isnāt a simple task since you need to remove the bottom panel in order to get access to the drives.
Whether external display could help with this?? Just a noobās speculation

Mine is a bit different but even then i removed off the bottom panel and.got through the anatomy of it , just a screwdriver is enough itso for removing the disk
