You just need to install the package andoid-tools. That will install adb and fastboot

Here’s the article and section on the Arch Wiki that should point you in the right direction. I remember flashing LineageOS with GNU Linux the first time, and it was daunting. Tried a handful of times over three years, finally got it when I took a calm, patient look on here and embraced the unfamiliarity. Granted, I never flashed my phone on any other desktop OS, which I am strangely proud of.
