That usually means exactly what is says. I haven’t had that happen on Arch/EOS. Last time I had that issue on Manjaro, years ago, I simply rebooted and all was fine.
i will try and reboot and see what happens and report back

Reboot will not help, because the locked pacman-db will not be released.
Just run sudo rm /var/lib/pacman/db.lck and try your update again.
