Nothing wrong with Xfce4. Was your plasma 6 a fresh install or updated from 5?
Yes, Xfce4 works perfectly fine. It is most likely that I installed KDE Plazma on this machine after the Plazma 6 update, so it was fresh installation from an .iso. I was using the previous laptop when the update from 5 to 6 came out, facing no such issues on it, that’s why I didn’t think it may be a DE-related issue.
I know there are others that have the 7000 series AMD GPU but probably most are not Hybrid laptops although there are some for sure. Some with nvidia i imagine also. But again not all may not be using Kde Plasma and all laptops are not the same even if they have the same hardware. 
Yep, the main source of problems here seems to be the hybrid system.
