That generally means your system is partially updated. It usually means you installed something without updating the system first, held something back in pacman.conf or you were connected to a partially updated mirror.

To fix it, download pacman-static and use it to update your system fully. Make sure you don’t have anything in IgnorePkg or IgnoreGroup in /etc/pacman.conf
