Try a different tool to format the usb. Here’s a few options from the wiki. There might have been an issue creating the live usb.

  1. If you are on a Linux system and feel comfortable with terminal and command line, use dd to write the ISO to the USB flashdrive.

:warning: You need to be very careful which drive to choose to write to as this can potentially damage your system if you choose the wrong device.

If you don’t feel comfortable with this method, don’t use it!
