Get into terminal window and enter
eos-welcome --enable
Welcome also has the option to disable welcome
eos-welcome --disable

Note that welcome can be started even if it is disabled:
eos-welcome --once
Option --once temporarily allows welcome to run, and leaves it disabled after that.
