First mount /dev/sda2 at /mnt then mount /dev/sda1 at /mnt/efi. Then do sudo arch-chroot /mnt Then run reinstall-kernels from the chroot. It didn’t work last time because your EFI partition wasn’t mounted so the files were written to the wrong partition.

Most likely they encountered this issue which means they had not updated in nearly a year.

What is EOS 23?

Can you share the full input and output from the commands so we can help troubleshoot?
