Well, I am a hardware guy not a Linux software guy.
Windows OS and apps yes, Linux = meh - I am learning.
Create another user and login using the new user to see if it is good there or if the issue is system wide no matter what user logs in?
If it is a profile issue it MIGHT be easier to fix but I surely do not know.
Someone else with way more experience with Linux needs to help you here not me.

This to me suggests its something set under the users account settings. I have seen below others suggest makes a new account and seee if it occurs there.
(You can delete after but I would just keep it as a way to test things and remove when borked)
