i tried to install it using the ocs-url (which i have installed) and then it says it installs it. when i go to my alternatives for laaunchers it does not show up there or in my list of widgets? i am confused.
new to KDE plasma and i love it btw i really wanna add this launcher but idkh. any help would be great.
This is for Plasma 5 (now superseded) and hasn’t been updated in 5 years.
I suspect that may be the issue?

Perhaps have a look in the AUR too, these are more up-to-date, and are using one of the ideal ways to install software under Arch/EndeavourOS (AUR).
For example, ulauncher, or even ulauncher-git if you’d like the latest development version.
To install packages in the AUR:
yay -S packagename
