Okay, I did a completely fresh xfce net install today and this is the result after first boot, no settings changed:
Bluetooth is definitely installed, running and turned on.

this switcher on the blueberry window is not indication ore is responsive to bt is enable or not… if you open the settings you will see it says: Enable Bluetooth to edit
The output of systemctl status bluetooth
will show you it is inactive (dead) and disabled:
And the app is blueberry, not blueman:

never trust a GUI alone this is also caused by updating to GTK3 the switcher in blueberry will disable BT only for the user-session like making BT invisable but on system level it can be enabled or disabled
