The issue with pamac will be sorted out eventually. This is what Guillaume Benoit, the developer of pamac, has said himself:

The port to libalpm 13 is not trivial and I don’t have a time ATM to do it. Be patient.

In the meantime, if you would like to get your pamac working, you might want to have a look at:

Libalpm12 for Pamac

I’ve packaged up libalpm.so.12 from pacman 5.2.2 and put it in the AUR: https://aur.archlinux.org/packages/libalpm12/ You can install this package and pamac-all (etc.) will work until a new/fixed version of Pamac is released. Pamac itself won’t rebuild (yet) because meson will pick up libalpm 13 if it’s installed… Pinging @FredBezies for info.
