I didn’t know either and I just installed Arch a month ago.
Now that you pointed it out, I found a reddit thread from 2 years ago with a link to the arch kde unstable repo. So, apparently it’s not completely new.
It has been around for a long time (presumably years), but I don’t know exactly how long.
Testing stuff, like the other testing repos.
But must be something special since it is not advertised as other testing repos in /etc/pacman.conf.
It should be added by the users themselves if the want to update to the packages in this repo:
