Why didn't 'decentralised' networks like freenet, i2p, yggdrasil ever catch on?

That is, one does have to do a bit of looking around and asking to get to know of these things these days (well i2p gets some attention at least). I particularly became interested in this stuff as a means to circumvent censorship (what happens if your isp just blocks your VPN server’s ip address?), but I guess as much of the developed world does not face that issue (from the government), that is why people didn’t really see the need to use these services? I’m assuming the number of people who would want to use these for the anonymity (yggdrasil doesn’t provide anonymity btw, and it’s a different thing mostly, I think) is not that much.
