What determines (triggers) a reboot prompt?

always wanted to know…waited a long time to ask.

observations:

*got a reboot prompt the other day for an /extra package i was astounded, first time. but not asking about that

*I always reboot with a new current kernel and endeavour always asks me too. all good.

the actual question: *aside from kernel, some core stuff needs a reboot. some core stuff does not. what decides? are there degrees of important/less important core packages?

It has nothing to do with the which repo the package is in. Just because something is in core doesn’t mean it requires a reboot. It is a specific list of packages.

those, specifically, are the reboot/required trigger packages. Wow, thanks.

kernels, nvidia, mesa the usual suspects. mesa I get. systemd–better safe than sorry. the ucodes do surprise me but they shouldn’t I guess.
