I’m not having any issues with Plasma and Welcome on my system. 
Now I’m fine, too. But before that, for a couple of weeks, the described problem was observed. Knowing that sooner or later the problem will be solved with the update, I did not attach much importance to it.
Strange. May be many reasons for having the problem or not.
On Xfce I sometimes (although very rarely) have the problem of failing to close the Welcome window when clicking to close it.
Let’s see if any dev finds a permanent solution.

The only thing i have seen on the work machine with welcome and plasma is this: Sometime when plasma is loading to the desktop and welcome is loading at the same time (I assume it is on a timer) something gets in the way and if you try to dismiss welcome you cant. You have to pkill it from a TTY and then go back into the desktop. It is intermittent.
@manuel if I can reproduce it is there a log i can provide?
