I followed the steps described here Cpupower doesn't set governor on boot - #4 by pebcak to set the governor I wanted at boot. Make sure to use the correct commands because in the discussion is said that there was a typo in one of the commands provided. Since you already modified your /etc/default/cpupower setting it is worth to check if you disabled the power-profiles-daemon… Hope it will help you
