Looks like snaps are checked automatically for updates 4 times a day (see here).
It might be that you attempted to remove the snap while such a check for updates was ongoing.
You could try again removing and see if you succeed.

I just removed viper broswer.
I normally use Firefox, but it’s slow on this old Toshiba of mine.
Well, Falkon and qutebrowser are a little faster.
