Two finger scrolling opens tons of tabs

Regardless of the browser I use (chrome, chromium, firefox), when I two finger scroll say in a news site, frequently (but inconsistently) every link my cursor passes over opens as a new tab in the browser. I have disabled tapping on the pad to act as a mouse click but it still occurs. I cannot seem to fix this. I downloaded an add-in that limits the number of tabs but that is all I have found to do. Any ideas?

Did you go to

System Settings → Input Devices → Touchpad

and under Taps, turn off both one finger and two fingers tap? I’m suspecting tabs are opening because you’re accidentally middle clicking instead of scrolling.

I think I have done that but I do not have those exact options.
