I just checked my HP laptop on Arch and it doesn’t have the deep setting either. 
Edit: Checked my Lenovo laptop with EndeavourOS KDE and it has the deep setting.
…have been trying to decipher other website’s descriptions of controlling S3, save2ram, suspend.
Can only manage limited perusing before my mind loses focus. Have expanded my search to systemd, “logind.conf”.
[I did notice your mention of computers being designed for Windows OS and that Linux OS users on such hardware are somewhat at a disadvantage.]
