I just did a fresh install of OES on my laptop and get this message:
Waiting for process brltty
It takes like 30 seconds or so before it shuts down.
Does anyone know what might be causing this?
If you don’t need brltty then do this:
sudo pacman -R brltty
sudo dracut-rebuild
It probably won’t help until after you reboot so that next reboot might still have the issue.

What is brltty used for? Wouldn’t want to remove something that I’d need.
It is a braille TTY. If you don’t know what it is, you probably don’t need it. 
You probably selected the Accessibility Tools when you installed.
