I recently went for an AMD 7840h laptop, it has slightly better performance than the intel chip, but pretty close, however it has sensibly better video performance, even though the ultra chips have an ARC GPU built in.
The Windows key is stored in the registry on the installed system. If you want to wipe the system and reinstall it is best to create a Windows 11 installation media. You can do this from the laptop that has Windows 11 on it. You just need to create a Windows 11 installation media from the Microsoft site on the laptop.
If the laptop in question you are purchasing from a reseller has Windows 11 on it then they should be able to provide the licence number with it because if they are refurbished then it is the reseller not Microsoft that would provide that. Also if it is new then they should be providing the licence number.
Keep in mind that installing Windows after installing Linux will wipe out the linux boot loader. Then you would have to arch-chroot to reinstall it. It is recommended to have Windows installed first.

Ya that’s around $145.00 Cdn plus taxes. But somethings are just worth it in the long run! Looking after ones feet is most important of many health related issues.

Germany has 16% taxes, so 90,00€ would be 75,60€ without taxes. Equals $110.80 Cdn and adding 13% Canadian taxes brings it up to $125.20 Cnd.
God I love this one. Bought for the kids for holidays, the switch ain’t enough anymore. My eldest was shocked that Minecraft on Switch does not support the mods she loves, so here we are. This Steamdeck thingy plays everything they need, and then some. This “some” is PoE for dad. Aka me. As a kid I would have killed for this beast. OLED 512GB version, bought dock and SD card on top. Well spent money.

I have too many Phoenix. I have R7 7840U (Lenovo ThinkPad P14s G4 AMD), R7 7840HS (Lenovo Xiaoxin Pro 14 which is just Chinese market version of the IdeaPad Pro 5 14"), and R9 7945HS (HP Zbook Firefly G10). So…lots to be able to compare it to.
A reply above says the key is stored in the bios. So which one is it?
What I’d like to be able to do is to install fresh copy of Linux now - wipe and partition the drive, and then do the same later with Windows if needed, and have it activate using oem key/license - is that possible?

I agree with you but this is sold as a gaming desktop PC so a lot of buyers expect a dedicated gpu, even if the AMD iGpu is rather good compared to Intel.
Some computers that come pre-installed with Windows use OEM Activation. In these systems the key is stored in the UEFI firmware is used to automatically activate Windows when the operating system is reinstalled on the same hardware.

Not sure. Look into your UEFI firmware settings.
I remember that there were also some command line to retrieve the key from uefi in a Linux system. You could perhaps do some research on it.

Another option would be to replace the SSD for linux and keep the OEM SSD with windows intact. Worry about windows later if you really need it after all.
