I think the dock is just a regular floating KDE panel with the Icons only Task manager set to center and the width adjusts to the number of icons present. I have mine set up just the same.

@jc1685 got it right about the dock, too. I stopped using Latte about a year ago. It’s just a built-in panel set to autohide and adjustable width
