There is nothing to be turned off. rsync is not doing any versioning.

You seem to misunderstand how rsync is working.

I’m currently using Duplicati.

It works well, files are treated as blocks, deduplicated, compressed, encrypted and stored in a (remote) location.

My knowledge is somewhat limited in this area but might be a good alternative for you.

Do a little research to see if it fits your needs.
